Switch control device has range determining mechanism (40) for determining whether the current running condition is in first range, where downward switching is accomplished in automatic switching mode with current gear position or gear ratio, or within a second range, which is higher than the first range with reference to the vehicle speed. An upward switching permission mechanism (42) for permitting acceptance of upward switching is also provided. Switch control device has a mechanism switching mode (36) for accomplishing a switching operation, in order to determine a gear position or a gear ratio, which is to be stopped according to a vehicle running condition, and a manual switching mode (38), for accomplishing a switching operation, which is instructed by a manual operation by an operator. The upward switching permission mechanism is instructed by the manual operation by the operator in the manual switching mode, if the range determining mechanism determines that the current running condition is in the second range.
