<p><P>PROBLEM TO BE SOLVED: To immediately switch an IP multicast transfer route to a sub-route in the event of a line trouble in the transfer route to balance the load of the multicast transfer. <P>SOLUTION: Based on route information learnt according to an IP unicast routing protocol, a main and sub-output destinations are determined in advance, and, in the event of a main route trouble, the transfer to the sub-route begins without waiting for the multicast routing protocol-controlled packet exchange.
