PROBLEM TO BE SOLVED: To provide a fuel reforming system which is more compact and costs lower than systems of the prior art, for use in a phosphoric acid fuel cell generating system whose fuel cell main body is formed by an atmospheric pressure system. SOLUTION: A fuel reforming system is designed to circulate raw fuel through a reformer 3 and a carbon monoxide converter 4 in sequence in order to manufacture fuel which is supplied to the fuel electrode 1a of a phosphoric acid type fuel cell main body 1 which uses an atmospheric pressure system. In this case, at least either the reformer 3 or the carbon monoxide converter 4 is a pressurized system.
