CONSTITUTION:An evaporation temperature of a refrigerator 1 is set to 0-2 deg.C, a refrigerant is subjected to heat exchange with cold water and cold water at about 5 deg.C is stored in a cold water tank 10. An evaporation temperature of a refrigerator 2 is set to -2--5 deg.C and an ice heat storage tank 11 using latent heat is operated by the refrigerant to feed cold water at 0 deg.C. An evaporation temperature of a refrigerator 3 is set to -7--10 deg.C, a heat storage tank 12 using a latent heat is operated by the refrigerant and brine at -5 deg.C is fed to a production process. The refrigerators 1-3 are driven by a generator 4 operated by an internal combustion engine 5 by clutches 16-18, waste heat of the internal combustion engine 5 is used as a driving source of an absorption refrigerator 8 and cold water at 5 deg.C is fed to the cold water tank 10.</p>
