PROBLEM TO BE SOLVED: To prevent a lake and a swamp from becoming enriched with a nutritive substance and also an environment from becoming contaminated by a pollutant by fusing a mixture of waste, an alkaline metal chloride and/or an alkaline earth metal chloride under an oxidation atmosphere in the presence or the non-presence of a reductive substance, then cooling a generated exhaust gas, and coagulating at least, a phosphoric oxide to be separated. SOLUTION: A mixture of water and an alkaline earth metal chloride is supplied to a dryer from a feed aperture 11, then is dried and crushed, and the crushings are sent into a dust collector 2. In the dust collector 2, the crossings are separated into a gas and a powder/grain, which is, in turn, fed into the primary fusion chamber 31 of a fusion furnace 3. In the primary fusion chamber 31, the powder/grain is heated by a heated air from a heat exchanger 5 and an organic component is incompletely burned to produce a reductive gas such as hydrogen or carbon monoxide. Further, the reductive gas is burned to be fused in a second fusion chamber 12 to produce a metallic oxide and a phosphorus oxide based on a metallic phosphate. These metallic oxide and phosphorus oxide are cooled to coagulate a solid content and this solid content thus obtained is discharged from a solid delivery aperture 45. Thus it is possible to separate a heavy metal layer and a phosphoric oxide and thereby, prevent an environmental disruption from occurring. |
