PROBLEM TO BE SOLVED: To detect the abnormality of a cable including a power cable, by generating a signal for controlling the potential of a lead wire for a short sensor, and taking it in, and comparing these two signals, and judging the fault of the cable. SOLUTION: A cable 1 consists of a power cable 3 and a lead wire 5 for a short sensor surrounding this. A short sensor driver 12 controls the potential of a lead wire 5 for a short sensor from a control signal coming from a microcomputer 13, and outputs the potential of the lead wire 5 for a short sensor to the microcomputer 13. The microcomputer 13 detects the aerial discharge and the grounding of the cable 1 by the signal from the terminal 32 of a short sensor cable driver 12. In conclusion, the potential of the lead wire 5 for short sensor is outputted from a short sensor cable potential signal terminal 32 to the microcomputer 13, and the microcomputer 13 performs the detection of the fault of the cable by comparing the values of the signals of the short sensor line potential control signal terminal 31 and the short sensor line potential signal terminal 32.
