PROBLEM TO BE SOLVED: To make granular processing agent smoothly flow to a dissolving tank from a bottle without requiring maintenance for a long term. SOLUTION: When the granular processing agent is almost depleted from the inside of the bottle 122 after a seal member 202 is broken by a boring member, city water is discharged to the inside of a cover member for prescribed time. Since the discharge of the city water is powerful, the city water arrives even at the inside of the bottle 122. Thus, the granular processing agent left in the bottle 122 can be dissolved and made to flow out from the bottle 122. The discharge port of a pipe 158 is set in an oblique direction a little and prevented from being blocked when the granular processing agent drops down. Besides, the discharge amount of city water is set to be 0.2 to 2 l/every minute and the city water is discharged toward the vicinity of the bottom part of the bottle 122 (the central part of the bottom part of the bottle 122 is preferable).
