PROBLEM TO BE SOLVED: To improve exterior heat insulating performance while making effective use of spaces between the columns and between beams of a building. SOLUTION: In forming a heat insulating layer at a column 11 and a side wall laterally extending from the column 11, the outdoor side surface of the column 11 is covered with a column heat insulating material 21, and a wall heat insulating material 22 charged in the side wall is arranged up to the vicinity of the side part of the column 11 and made continuous with the column heat insulating material 21.
