PROBLEM TO BE SOLVED: To detect a guidance route which goes through a plurality of via locations so as to stay at each via location in a desired state. SOLUTION: A via location specifying means 42 specifies a plurality of via locations. A stay time selecting means 45 selects one item of stay time data on stay time at each via location from among a plurality of items of stay time data (15) of the via locations. A generating means 45 generates route patterns, including both the via location order information and guidance time information of the plurality of via locations in consideration of the stay time at each via location, based on the selected stay time data.
