PROBLEM TO BE SOLVED: To provide a developing device which can be miniaturized while realizing both the suppression of the degradation of a development concentration and the suppression of adherence of a magnetic carrier to an electrostatic latent image carrier side. SOLUTION: The developing device has a developing sleeve 32 and a magnet roll 35, carries a two-component developer on the surface of the developing sleeve 32 and rotationally conveys the developer to allow the developer to pass through a developing area facing the electrostatic latent image carrier to develop the electrostatic latent image by the toner, wherein the magnet roll 35 has a first developing magnetic pole N 1 and a second developing magnetic pole N 2 arranged on the upstream side and downstream side in the rotating direction of the developing sleeve 32 across a developing point D where the developing sleeve exists most closely to the electrostatic latent image carrier. The first and second developing magnetic poles N 1 and N 2 are formed of the magnetic poles of the same polarity. In the developing area, the magnetic flux density formed by the first developing magnetic pole on the surface of the developing sleeve 32 is smaller than the magnetic flux density formed by the second developing magnetic pole.
