A non-piezoelectric dielectric substance and a method for manufacturing a multi layer ceramic capacitor using the same are provided to have a uniform dielectric characteristic by mixing a glass frit with a main composition. A non-piezoelectric dielectric substance includes a main composition, and a glass frit. The main composition of 95-99.99wt% is composed of {[(CaxSr1-x)(TiyZr1-y)O3]K(BaTiO3)L(SrTiO3)M(CaTiO3)N}, where K, L, M and N are respectively ranged 0.2<=K<=0.8, 0.04<=L<=0.2, 0.02<=M<=0.4, and 0.07<=N<=0.56, and x and y are respectively ranged 0.6<=x<=0.8 and 0.95<=y<=0.98. The glass frit of 0.01-5wt% is composed of (Ba1-aCaa)SiO3, B2O3, Li2CO3, MnO2, V2O5, SiO2, WO3 and Y2O3, where 0.2<=a<=0.8. The glass frit is composed of (Ba1-aCaa)SiO3 of 58-96.4wt%, B2O3 of 1-10wt%, Li2CO3 of 1-10wt%, MnO2 of 0.3-3wt%, V2O5 of 0-5wt%, SiO2 of 1-10wt%, WO3 of 0.3-1wt%, and Y2O3 of 0-3wt%.
