PROBLEM TO BE SOLVED: To prevent the occurrence of trouble such as filming, fogging, density irregularity and roughness due to deterioration of toner by suppressing fusion of a blade even when a developing roller has small surface roughness. SOLUTION: The developing roller 106 comprises a base layer composed of a rubber elastic body and a surface layer composed of an SiOx thin film. A power source Vb applies AC voltage to a regulation blade 105. When bias voltage of the developing roller 106 is denoted as Vdev, the surface roughness of the developing roller 106 is denoted as Ra, maximum voltage and minimum voltage on an electrifying polarity side of toner 101 out of voltage applied to the regulation blade 105 are denoted as Vb_H and Vb_L respectively, rotational speed of the developing roller 106 is denoted as v[m/sec], and applying time of Vb_L is denoted as Tl[sec], they satisfy 0.05≤Ra≤0.2, ¾Vdev-Vb_L¾≤¾Vdev-Vb_H¾, 100V≤¾Vb_H-Vb_L¾≤¾Vb_H-Vb_dev¾≤500V, and 30×10<SP>-6</SP>/v≤Tl≤120×10<SP>-6</SP>/v.
