PROBLEM TO BE SOLVED: To provide a gel composition containing silicon-oxide-coated zinc oxide in which the silicon-oxide-coated zinc oxide is oil-in-water emulsion and is dispersed in an aqueous phase and a cosmetic.SOLUTION: A gel composition containing silicon-oxide-coated zinc oxide comprises: at least one kind selected from the group consisting of a carboxy vinyl polymer, an alkyl-modified carboxy vinyl polymer, and a copolymer of alkyl acrylate, methacrylic acid and polyoxyethylene; water; an oil component; and silicon-oxide-coated zinc oxide. The silicon-oxide-coated zinc oxide is oil-in-water emulsion and is dispersed in an aqueous phase.SELECTED DRAWING: None
