PROBLEM TO BE SOLVED: To attain extension of an allowable quantity of dispersion compensation by enabling compensation of a temporal fluctuation of wavelength dispersion of a transmission line. SOLUTION: It is utilized that its wavelength dispersion value changes in response to excitation light or excitation current (excitation level) to be injected into a light amplifier medium 10. On the other hand, an optical signal is converted into an electric signal, a clock frequency component is extracted, the ratio (Pc/Pa) of a clock frequency component power Pc to the total power Pa of the electric signal is obtained, and the excitation light or the excitation current to be injected into the light amplifier medium 10 is controlled so that the Pc/Pa becomes maximum.
