The paper dispenser contains an upright fixed paper roll (3) which has a radial cut (11) passing from the inner diameter to the outer perimeter and preferably extending over more than half the height of the roll. The paper is drawn off from the inner diameter of the roll down through an outlet so that when the strip of hand towel is pulled through the outlet slit (10) it is torn off along the cut (11) so that only certain lengths of towel are used. This slit is in a resilient disc (9) so that there are no serrated edges.
