The machine includes a mandrel (16) on which a strip of material is formed into a tube. The latter is displaced downwards by belts (20) at the same time as it is filled with a certain quantity of material. An optical detection device controls the action of the belts (20) in order to halt the descent of the tube as soon as an absence of material is detected at the lower end of the mandrel (16).
