PROBLEM TO BE SOLVED: To provide a soft steel sheet for working, having workability, particularly E1, n-value, equal to that of the conventional one even in the case of production by the use of V-containing iron ore as raw material for iron manufacture. SOLUTION: This soft steel sheet has a composition consisting of, by mass, <=0.10% C, <=0.5% Si, 0.05-0.50% Mn, <=0.030% P, <=0.02% S, >0.005-0.10% Al, 0.005% N, 0.001-0.010% V, and the balance Fe with inevitable impurities and satisfying [N].[V]<=4×10<-5> , where the symbols of element mean the contents (mass%) of the elements, respectively. It is desirable to regulate the number of <=20-nm V-type precipitates to <=10000 pieces perμm<2> .
