PROBLEM TO BE SOLVED: To attain coding at a variable transfer rate for a moving image signal sent in real time by a broadcast or communication or the like, and to facilitate its edit. SOLUTION: For example, a method of moving pictures expert group MPEG coding method is employed and an inptu image signal is coded at a fixed transfer rate, and the fixed transfer rate coded data are stored in a storage circuit 22. Furthermore, coding information of the fixed transfer rate coded data stored in the storage circuit 22 is observed and recorded in the storage circuit 22 or coding information of the fixed transfer rate coded data from a VLC device 5 is observed and stored in the storage circuit 22. An AC code elimination device 28 eliminates codes corresponding to an AC component of fixed transfer rate coded data, based on the coding information, a mean variable transfer rate being an objective to be set by a CPU or an objective code amount or information relating to a frequency desired to be reduced.
