PROBLEM TO BE SOLVED: To prevent lowering of cabin temperature controllability, even if the number of sensors is reduced. SOLUTION: Surface temperatures at an inside temperature corresponding portion (43) where a surface temperature varies substantially corresponding to a cabin temperature, outside temperature corresponding portions (44a, 45) where surface temperatures vary by the influence of a cabin outside temperature and solar radiation corresponding portions (42a, 46) where surface temperatures vary by the influence of solar radiation are detected by a non-contact temperature sensor and a target blow air temperature is calculated by inputting a set temperature signal and a surface temperature signal. Because the non-contact temperature sensor is capable of outputting the surface temperature signal for taking environmental information on an inside temperature, an outside temperature and solar radiation amount, a proper cabin temperature control can be performed according to the inside temperature, the outside temperature and solar radiation amount. Therefore, an inside temperature sensor, an outside temperature sensor and a solar radiation sensor can be abolished, reducing lowering of cabin temperature controllability.
