PROBLEM TO BE SOLVED: To provide a tubular liner which has a thickness made thinner to avoid the decrease of the bore of a pipe and also can increase a reinforcing strength and a foldable thermosetting resin pipe impregnated with a resin. SOLUTION: The tubular liner 1 has an inner layer 2 having fibrous sleeves 2A and 2B formed of long length of reinforcing fiber sheets 21 wherein reinforcing fibers 24 are arranged unidirectionally and an outer layer 3 of a cylindrical film which is disposed on the outer periphery of the inner layer 2.
