An apparatus and a method for manufacturing a synthetic resin sponge body having increased specific surface area and porosity are provided to change a diameter of the filament and improve the specific surface area of the sponge body by changing the discharge pressure of the filament. An apparatus for manufacturing a synthetic resin sponge body is composed of a melting extruder(100) melting and extruding the synthetic resin; a nozzle frame(120) placed at the outlet of the melting extruder and formed with plural injection nozzles; and a molding machine molded as the sponge body by laminating, melting, and cooling the filament. The molding machine contains a feed belt(130) placed at the lower side of the nozzle frame and formed with plural penetration holes, and a driving part rotation-driving the feed belt. A blower(140) is placed to blow the air through the plural penetration holes of the feed belt.
