PROBLEM TO BE SOLVED: To provide a mobile communication system in which development cost of the system and the apparatus and introduction cost of the system can be reduced by simplifying the processing and configuration of a base station related to handover. SOLUTION: When handover of a mobile station and a base station #2 is started, the base station #2 transmits/receives a signal for the mobile station, measures reception quality of an uplink signal from the mobile station so that the mobile station can be connected with the base station #2, simply reports the measurement to a host control station and does not perform decoding or transmission of communication data to the host control station. When the mobile station approaches the service area of the base station #2 and the quality of a signal from the base station #2 becomes better than that from a base station #1, the host control station makes a judgment based on reception quality information reported from the base stations #1 and #2 and delivers connection switching designations to each base station #1, #2 and the mobile station. After switching connection from the base station #1 to the base station #2, the base station #2 is responsible to decode the received data from the mobile station and to transmit the decoded data to the host control station.
