摘要 [Problem] To enable the formulation of plans which, in response to various types of power usage requests in any time block, establish modes of optimal power usage that take into account various conditions in a water distribution system. [Solution] This pump operation plan system 2000 is provided with a storage device 201 and a calculation device 200. The storage device 201 stores various information about purification reservoirs and distribution reservoirs in a water distribution system and information about the pumps that convey water from the purification reservoirs to the distribution reservoirs. On the basis of a prescribed power saving request and the aforementioned information, the calculation device 200 sets as the decision variable the number of pumps operating in each prescribed time period during the energy saving time block and sets as the objective function the sum of the prescribed time period average power consumption of each pump at each time during the energy saving time block, and determines a plan value of the number of operating pumps during the energy saving time block by means of a mathematical programming algorithm under the constraint stipulating that prescribed operation upper and lower limits be satisfied by a water level prediction value of each distribution reservoir, said values being based on a water demand prediction value for each time in the water distribution district serviced by each distribution reservoir, and based on the number of operating pumps that convey water to the distribution reservoirs.
