A seal construction for a tank with a floating roof 14 comprises a plurality of circumferentially arranged shoes 50 non-rigidly interconnected at their adjacent ends by sealing means, pliable sealing means interconnecting the roof with the upper portions of the shoes to form a continuous seal and a series of vertically disposed spring straps 68 secured to the roof and extending radially outwardly and upwardly therefrom and being pivotally attached to the upper portions of the shoes beneath the level of the pliable sealing means to resiliently support said sealing means and said shoes relative to the roof. The shoes support a flexible envelope 54 of nylon cloth impregnated with polyurethane and filled with expanded polyurethane foam 66.
