PROBLEM TO BE SOLVED: To obtain a bulky yarn having light weight and excellent warm feeling and water-absorption caused by its bulkiness and useful for uniform, pants, etc., by blending staple fibers resistant to alkali shrinkage with alkali-untreated cotton fibers and treating the yarn of the blended fibers with an alkali. SOLUTION: The objective bulky yarn is produced by blending staple fibers resistant to shrinkage with an alkali such as alkali-treated cotton fibers and polyester staple fibers with alkali-untreated cotton fibers, forming a yarn from the blended fibers and treating the yarn with an alkali at an alkali concentration of 15-25% at 10-30 deg.C for about 5-20 min. Preferably, a bulky woven or knit fabric is produced by weaving or knitting the bulky yarn and the weight-ratio of the staple fiber resistant to alkali shrinkage to the alkali-untreated cotton fiber is between 2/8 and 4/6.
