Polysiloxane particles obtained by copolymerizing a silicon compound (I) having a silanol hydroxy group with a silicon compound (II) that forms a silanol hydroxy group upon hydrolysis are new, where (I) is prepared by coupling a hydrophilic substance to a polysiloxane or silane. An Independent claim is also included for a cosmetic composition containing the polysiloxane particles.
