PROBLEM TO BE SOLVED: To provide a method for manufacturing a good quality organic fertilizer having excellent storage property, free from troubles about odor or disease-causing bacteria, and having stabilized fertilizer components and both of fertilizer effects of quick acting property and slow acting property and soil improvement effect. SOLUTION: The organic fertilizer is obtained by insolubilizing soluble materials or making suspended materials coarse in a starch-manufacturing waste liquid, removing contained water, and heating and roasting a solid material until the temperature of the solid material reaches 120-200°C.
