PROBLEM TO BE SOLVED: To provide an internal combustion engine with a heat storage device, effectively utilizing high-temperature heat medium stored in the heat storage device. SOLUTION: When the internal combustion engine is started, it is determined whether or not the supply of the heat medium to the internal combustion engine, that is, preheat control is performed (step S102). If the preheat control is performed, it is determined whether or not the performed preheat control is ended in the midway (although the preheat control is started, it is not completed) (step S103). When it is determined that the preheat control is not performed in the step S102 or when it is determined that the preheat control is ended in the midway in the step S103, a three-way valve is switched to supply high-temperature cooling water in a heat storage tank to thereby effectively utilize the high-temperature cooling water in the heat storage tank.
