Columnar structures (101) define tetragonal lattices (104), and a photonic crystal (100) has a periodic construction in which the tetragonal lattices (104) are periodically arranged. Let the distance between the centers of the columnar structures (101) be a unit length (a), and let the same be the lattice constant of the tetragonal lattices (104). And a columnar structure (102) is arranged substantially at the center of each tetragonal lattice (104), and dielectric regions (103) are disposed around the peripheries of the columnar structures (101, 102). Employment of this arrangement ensures that in a certain common frequency range, a photonic gap with respect to TE waves and a photonic gap with respect to TM waves are formed, making it possible to form a complete band gap.
