PROBLEM TO BE SOLVED: To provide a method for managing a communication service capable of enhancing the convenience of communication service by avoiding the interruption of communication service utilization related to charge collection while minimizing the risk of uncollectable utilization charge.

SOLUTION: A service charge calculation system 50 calculates utilization charge of communication service on the basis of utilization information of communication service, transmits settlement accounts request information to the computer 71 of a settlement organization and receives information of settlement results. When the information of settlement results is information of settlement completion, the service charge calculation system 50 transmits the information of settlement completion to user's portable telephone 10. When the information of settlement results is information of impossible settlement, the service charge calculation system 50 transmits information that utilization charge could not be settled to user's portable telephone 10, sets a regulation for rejecting subsequent utilization of communication service by the user at an exchange 40, and manages an unsettled utilization charge as a state waiting settlement.
