<P>PROBLEM TO BE SOLVED: To provide a technique effectively using the magnetic flux of permanent magnets, contributing to a cost reduction. Ž<P>SOLUTION: Permanent magnets (14a, 14b) are arranged away from a magnetic barrier (19). Between the permanent magnets (14a, 14b) and the magnetic barrier (19), body sections (10a, 10b) are exposed in a manner of facing a stator. On the body section (10a) between the permanent magnet (14a) and the magnetic barrier (19), a pair of third magnetic pole surfaces (13aS1, 13aS2) is produced by the magnetic flux produced from a second magnetic pole surface (14aS) of the permanent magnet (14a), the third magnetic pole surfaces (13aS1, 13aS2) having the S polarity and facing the stator (2) from both sides of a first magnetic pole surface (14aN). Similarly, a pair of third magnetic pole surfaces (13bN1, 13bN2) is produced by the magnetic flux produced from a second magnetic pole surface (14bN) of the permanent magnet (14b), the third magnetic pole surfaces (13bN1, 13bN2) having the N polarity and facing the stator (2) from both sides of the first magnetic pole surface (14bS).
