A wireless transceiver on a transmission side performs the steps of specifying a response policy concerning a radio strength for other wireless transceivers that will receive a radio signal; and transmitting to the wireless transceiver a radio signal including the specified response policy. As a result, a wireless transceiver located in an area where the wireless transceiver on the transmission side can be connected can be specified.
