PURPOSE:To easily send speech information by mail at low cost by printing the speech information, encoded originally by a user, on a goverment printed postal card. CONSTITUTION:With a sound recording switch pressed, a speech is inputted as an analog signal by a microphone 2 and converted by an A/D converter 15 into a digital signal, which is stored in a storage circuit 16. The stored speech data are encoded by an encoding circuit 17 with a print switch pressed and the codes are printed on the goverment printed postal card by a printer 4. Further, the codes on the postal card are read out by an image scanner 5 with a read switch pressed and decoded by a decoding circuit 18 into the speech data, which are stored in a storage circuit 16. The stored speech is converted by a D/A converter 19 into an analog signal with a playback switch pressed and outputted as a speech by a speaker 3. |
