The particle diameter of the fine resin particles 11 and the thickness of the resin layer 12b are selected so that the composite resistance value of the particles 11 and the layer 12b is regulated to 1×10<6> -1×10<10>Ωcm<2> and moderate electrostatic charge and discharge are caused on the surface of the resultant toner 1.
