PROBLEM TO BE SOLVED: To provide a stator blade of a fluid rotary machine and a fluid rotary machine having the stator blade, in which redundant support is prevented when an inner diameter side rotating shaft of a blade is fitted with an inner shroud, so that vibrations generated from these members are reduced. SOLUTION: The stator blade of the fluid rotary machine comprises: a plurality of blades 11 standing inward on an outer peripheral side of a casing; and inner shrouds 12 disposed at inner side tips 17 of the blades 11 in the casing. Restricting means for restricting relative motion between the blades 11 and the inner shrouds 12 are disposed between the inner side tips 17 of the blades 11 and inner shrouds 12.
