摘要 PROBLEM TO BE SOLVED: To reduce the influence to a humidifying water quantity even if a cooling water quantity is changed by providing a pore form having a specific average pore size and a specific porosity for a humidifying member and by forming it with a porous glass-like carbon material that has undergone a water-repellent process with a fluorine resin. SOLUTION: When the average pore size of this humidifying member is set to 1-10 μm, an electrolyte film is brought into a suitable water-holding state, and the drop of a diffusion rate of steam due to an excessively small size and the overflow of cooling water into a hydrogen gas after easily passing through it in the case of an excessively large size can be prevented. The porosity is set to 20-50%, so that the restraint of the feed quantity of the steam due to a low porosity, and the increase of electrical resistance and the degradation of a strength characteristic due to a high porosity can be avoided. The skeleton surface of a porous glass-like carbon material is provided with a water-repellent property by a means such as application or immersion of a solution of a fluorine-based resin, or a dispersing solution or a suspension of its particles and the wettability to water is reduced, so that the intrusion into the pores is restrained even if the pressure variation of the cooling water occurs. Therefore, the steam gasified in the pores by generated heat diffuses and passes, so that its quantity for humidifying the hydrogen gas becomes constant.
