PROBLEM TO BE SOLVED: To provide a determination method capable of accurately determining the presence of insulator discharge noise in a signal measured under a noisy environment where various external noises are generated in a steady state manner. SOLUTION: A prescribed band of frequency component including the insulator discharge noise is extracted from the measured signal to generate a band-limited measured signal, the external noises are removed from the signal by wavelet conversion; a pulse number included within each division period is counted by extracting the external noise-removed signal by each T/2 period of the wavelength T of commercial electric power source frequency and by dividing the period into n division periods; the pulse numbers included in the respective division periods are integrated over the entire measured signal region, a standardized data of the pulse number is calculated, based on the integrated pulse number, and the standardized data is compared with the prescribed reference level, to determine whether there is insulator discharge noise contained in the measured signal.
