A multimedia message transmitting system and a method thereof are provided to process the transmission between a calling terminal and a called terminal for free. A calling terminal(112) sends a multimedia message. A called terminal(114) receives the multimedia message transmitted from the calling terminal. When the calling and called terminals are located within the coverage of the small-sized base station(122), the calling terminal pays the discounted charge for transmitting the multimedia message or does not pay the charge for the transmission. A mobile communication network(120) transmits/receives data to/from the MMS(Multimedia Messaging System) server(130) and a location information inquiry server(140). The small-sized base station is connected to a base station controller(124) through an Internet circuit.
