<P>PROBLEM TO BE SOLVED: To provide a windbreaking fence can reduce wind velocity and ensure well-ventilation in streets having a strong winds blowing through buildings to cope with the strong winds blowing through buildings without requiring power or the like. Ž<P>SOLUTION: This windbreaking fence 10 is constituted by arranging windbreaking panels 11 each having a blade-type cross sectional shape at many steps at the predetermined interval therebetween in the vertical direction in a frame body 1. The windbreaking panel 11 is turnably supported on the frame body 1 by a rotary shaft rod 13 formed close to a rear fringe of the panel, and a front fringe of the panel 11 is put on a supporting bar 12 provided in a part of the frame body 1 to let the cross sectional shape of the panel have the predetermined angle of attack. The windbreaking panel 11 is turned around the rotary shaft rod 13 by the wind coming from a front fringe side of the panel to control a wind path between the windbreaking panels 11 in accordance with wind power to be opened when there is no wind or is a light wind and be closed when a high wind blows.
