PURPOSE:To effectively eliminate block distortion due to block coding. CONSTITUTION:A 2-dimension spatial filter comprising delay circuits 22-34, adders 36, 39, multipliers 40, 42, 44 and an adder 46 applies smoothing processing to a picture element value from an input terminal 10. A coordinate (x, y) of the picture element being a processing object is inputted to input terminals 12, 14, and a distance calculation circuit 50 calculates a distance between the coordinate (x, y) and a block border. A multiple factor setting circuit 56 selects multipliers alpha, beta, and gamma according to the distance of the coordinate from the block border calculated by the circuit 50 and a coding rate from an input terminal 18 and sets the factors to the multipliers 40, 42, 44 respectively. The circuit 56 the more increases the degree of smoothing, the closer to the block border the coordinate is and the lower the coding rate is, and conversely the more decreases the degree of smoothing, the remoter from the block border the coordinate is and the higher the coding rate is. |
