PROBLEM TO BE SOLVED: To develop flame resistant properties such as self-extinguishing properties, generate high voltage and enhance charging/discharging characteristics by forming a nonaqueous electrolyte with a nonaqueous solvent containing halogen substituted cyclic carbonate compound and a phosphate compound, and an electrolyte. SOLUTION: A nonaqueous solvent of an electrolyte contains a halogen substituted cyclic carbonate compound represented by the formula. In the formula, R is a group represented by -CH2X or -CHXY, and X and Y are each halogen atoms, and they may be the same or different. Actually, chloromethylethyl carbonate is preferably listed. As a phosphate compound contained in the nonaqueous solvent, for example trimethyl phosphate is preferably listed. In the nonaqueous solvent, 0.001-40 wt.% halogen substituted cyclic carbonate compound and 60-99.99 wt.% phosphate compound are preferably contained. |
