PURPOSE: A device and a method for generating electricity by using heat energy in a solar energy collecting plate and heating unit for a thermoelectric semiconductor are provided to convert the heat energy into electric energy while not generating noise and requiring low cost. CONSTITUTION: When the temperature of thermal oil is increased over a certain temperature, a first bimetal switch is blocked for blocking a first solenoid valve supplying gas and the heating of the thermal oil is stopped. When the temperature of the thermal oil is under a certain temperature, the bimetal switch is turned on for operating an igniting apparatus and the solenoid valve to heat the thermal oil. Herein, a second bimetal switch is attached in a heating unit for being turned off at a certain temperature. Thus, the overheating of circulating oil in a heating apparatus and the overheating of the heating unit connected to a thermoelectric semiconductor are prevented. Moreover, a third bimetal switch is attached in a heat absorbing unit for being turned on in case of a certain temperature of the heating unit. Therefore, a circulating pump of cooling water is operated for cooling the heat absorbing unit. When a charged voltage reaches a higher limit voltage, the output of OP-AMP A becomes high for turning on Q1. Thus, RY1 is stopped. Herein, RY2 is stopped at the same time for completing charging.
