PROBLEM TO BE SOLVED: To provide a high resolution electrophotographic photoreceptor whose surface protecting layer is made to have an optically uniform state and to be free from light diffusion and bleeding, which has both of mechanical characteristics such as low surface energy, hardness and strength and electrical durability such as arc-proof discharging, and on which defective cleaning does not occur, and to provide an electrophotographic image forming device equipped with the photoreceptor. SOLUTION: As for the electrophotographic photoreceptor with a photosensitive layer formed on a supporting body, the outermost surface layer is the surface protective layer containing colloidal silica and siloxane resin, and the surface roughness of the surface protecting layer is controlled to be 0.10 to 1.00μm as an Rz value.
