PROBLEM TO BE SOLVED: To obtain an opposite party authenticating system where a common key is not shared, the common key is generated in the case of authentication or key sharing and, then, an opposite party is authenticated. SOLUTION: An IC card issuing center D stores enciphering contract information and a user number in an IC card C, a passage side machine B generates an IC card individual key being intrinsic to the IC card C from the user number which is stored in the IC card C through the use of the key of the center D and a center common key and decodes enciphering contract information in the IC card C by using the IC card individual key. Thus, the IC card C which is inserted to on-vehicle equipment A is authenticated. |
