PROBLEM TO BE SOLVED: To provide an interleaver and deinterleaver with which high speed data communication can be made. SOLUTION: An interleaver 32 repeats the following operations at any random position in an area used for interleaving, stores data in a high speed memory section 32c temporarily, reads the data in a prescribed order, and continuously writes the data corresponding to a time required to randomly access an HDD 32a. And then, the interleaver 32 continuously reads the data written in the HDD 32a.
