PROBLEM TO BE SOLVED: To obtain a hydrophilic polyurethane resin composition containing dispersed particulate silica and capable of forming a film having water-absorptivity, anticlouding property, transparency, flexibility, writability with water-based ink, water-resistance, blocking resistance and slipperiness, and provide a method for producing the composition. SOLUTION: The composition is composed of a hydrophilic polyurethane resin and the particulate silica. The hydrophilic polyurethane resin is produced by reacting an organic polyisocyanate, a hydrophilic polyol and/or polyamine having a high molecular weight, a polysiloxane, a compound having an active hydrogen-containing group and a tertiary amino group in the same molecule and a compound having an active hydrogen-containing group and a hydrolyzable silyl group in the same molecule.
