PROBLEM TO BE SOLVED: To provide an oil-based ink composition for a ball-point pen, capable of suppressing writing blur at writing start and giving initial writing performance making writing impression soft and smooth in handwriting, by a means different from conventionals, and to provide an oil-based ball-point pen using the composition. SOLUTION: The oil-based ink composition for a ball-point pen comprises at least a colorant, a resin and a solvent, wherein the composition includes 0.05-25 mass% initial writing performance improver based on the total of the ink composition, which improver is selected from at least one of monoterpenes and liquid terpene resins.
