PROBLEM TO BE SOLVED: To provide a content relay device and a content relay method, capable of effectively shortening the access time to a content server even in when a content is provided for a number of terminals. SOLUTION: In the content relay device 1, a content to be provided by a content server 40 of a group A having a high access frequency is stored in a content storage part 107 when transmitted to a communication terminal 20 first, and the content is read from the content storage part 107 in the second and subsequent transmission to the communication terminal 20. Therefore, even if a number of communication terminals 20 are present and the access to the content server 40 of the group A is concentrated, the content stored in the content storage part 107 is transmitted to all the second and subsequent communication terminals 20 which accessed.
