PROBLEM TO BE SOLVED: To provide an electric double layer capacitor which curtails a use amount of an electrolyte, and restrains the generation of gas generated by its electrolysis, characteristic deterioration caused thereby, and damage to a packaged case with high reliability. SOLUTION: A porous film separator 10 impregnating an electrolyte is disposed between a collector integrating positive electrode 9 and a collector integrating negative electrode 8, and when wound, an insulating film 15 is disposed for the purpose of preventing a short circuit between the collector integrating negative electrode 8 and the collector integrating positive electrode 9. As the insulating film 15, an insulating material such as polyimide, PTFE, polyester, or polypropylene is used which serves also as resistance to an organic solvent and non-permeability with respect to the electrolyte, so that the electrolyte impregnates only the porous film separator 10 existing between a positive pole polarized electrode and a negative pole polarized electrode, forming an electric double layer, to curtail an amount of the electrolyte.
