A rubber mounting apparatus for mounting a transmission lever at a vehicle body is provided to prevent external moisture or noise from being introduced into a vehicle and to maintain the support force of a column by preventing the column from being corroded. A rubber mounting apparatus for mounting a transmission lever at a vehicle body comprises a rubber bush(2), a column(4) and an insert member. The column is made from steel and is inserted into a center hole(3) of the rubber bush. The insert member is buried in the rubber bush. The insert member comprises a ring-shaped case member(6) made from zinc, and a plurality of bi-metals(8) inserted into a plurality of slits formed at the case member while protruding in the upper and lower directions. The insert member is formed with a center hole having the same inner diameter that of the center hole of the rubber bush.
